Since 19 century the workplace required to barrier the hazardous parts of mechanical equipment or plant to reduce or eliminate the risk associated with the mechanical hazards. Manufacturing industries have also taken the responsibility to implement the engineering and design control preventing access of users into the hazardous area. These controls must be supported by administrative control including the permit-to-work system, provision of information, training and instruction, safe operating procedures and testing the condition of mechanical equipment or plant.
The Work Health and Safety Act and Regulations place an extensive obligation on the control of mechanical plant and equipment, manufacturing, design, import of mechanical equipment or plant and installation or supply of mechanical equipment or plant (Payne, T 2012).
